I just installed this on a windows 7 64-bit system, and ran into the same problem.
I found a GM post on the clubaudi site that said internet explorer (IE) must be run in administrator mode if user account control is on. That solved it for me!
Just right-click IE and choose "run as administrator".
You can have it always run as administrator by creating a shortcut to IE (or better yet, make the shortcut with Applocale set to Korean) and right click it > Properties > Compatibility tab > CHECK "Run this program as an administrator".
If you're running 64-bit, make sure you use the IE in the "Program Files (x86)" folder.
