Assuming you live in the US/Canada, stay up really really late or wake up really really early. o.o
I dunno when the beatup competition is, but I think the normal gameplay one is at 8:50AM CST. At that time, you should be able to get in the competition channel that fits your level (it's on the second page of the server list.)
2:50 AM Pacific time is when the Beatup tourny channel opens.

yes but no idea if there is a limited date, not sure but i think it is only for summer
