To be certain it's not your soundcard, try out different speakers, or even headphones and ear buds.

If any of those are on sync, then your current speakers are what's causing the delay. If you kept an instruction manual for them, it might tell you how to reduce the delay. Otherwise, you should get a home theater/new set of speakers.

Yeah, that's something you'll want to test. For most speaker sets, there shouldn't be a problem as they are connected by standard wiring. But there are a few chances that there will be sound lag caused by your speakers. For example when there is external handling of the "sound" itself, such as digital enhancing or wireless transmission, but even then, it rare to have extremely noticeable lag or to not be in sync.
