Playing the FES version at the moment.
I would say there's not really a "best persona" for level 13. x: Though I mainly use Orpheus (Never getting rid of him. D; Must keep first Persona foreverrr and I use him for Agi (fire) spells xD), Jack Frost (made via fusion with Pixie, Nekomata, and Apsaras I think? Use him for Bufu (ice) spells and Dia (healing) spells), Omoikane for Zio spells and Dia spells if an enemy has Agi spells (Jack Frost is weak against Agi), and Angel for Garu (wind) spells. EDIT: I also keep Apsaras with me for if shadows have Agi spells, and for Cadenza.
What part are you up to, though? o: I just finished the June 08 Full Moon (Third one if you count the first one back in April as a Full Moon) and I'm leveling in Tartarus. xD Currently level 17.

*Pyro Jack
Pyro Jack and Jack Frost are thee awesomeness! (But their fusion spell is a bit blegh in terms of using it).
Lilim is reaaaaalllyy handy, she can use Zio, Agi and Garu spells and later on she can heal too (and use Mudo *coughcoughHanakoanswercoughcough*). She's weak against light attacks though.
And I got rid of Orpheus and Apsaras lol. I'm almost at the part where I lost my memorycard. (AKA summer vacation)

Don't use Persona's that are weak against Fire (AKA Jack Frost) and use Bufu?
