I'm wondering, is there a limit on npc reset on kau?

I'm asking this because on SEA you can only reset your npc once, after that you can still purchase the npc initialization thing, but you won't be able to reset again.

Just wanna know if that's a bug, or it's meant to be like that ;x Somebody enlighten me please ^^~?
