Very few are 11+ still, so they'd rather go to other populated zones.
EDIT: What I mean to say, is that the few people who are forced into midway, would rather go to free zone. Since people are already in free zone. Which only ends up in midway staying completely deserted and unappealing, leading more people to free zone.
Etc.. etc.. ending up in a stupid cycle. Nobody goes to Midway because it's empty. It's empty because nobody goes to midway. It'll probably fill up though when more people are 11+, I think anyway.

this is exactly the reason! i'd play in midway, only there's never anyone on in there~ ;o;

Lilium has a point, but then no one really wants to leave novice, so they dont do licences, always npc, and such. So really, midway is jz more options than novice, but free has everything. So ppl tend to go to free server.

Wouldn't matter really...Midway pratically IS Free....

Basicly what everyone else said. People like making new characters either because they need more practice or they just wanna have another char on a certain channel that their other char can't go on. No one is on midway because midway is pratically the same as free but free as more songs. Plus midway doesn't have any players on it.
